David Edelblute is the Chief County Administrator for Licking County Government under the direction of the Board of Commissioners. Previously he was the Manager of the Children and Families Court Services Division at the Supreme Court of Ohio. He has over 38 years of experience working in government administration and has been dedicated to the service of the children and families of Ohio. In his previous role at the Supreme Court of Ohio he worked with the juvenile, probate and domestic relations courts of Ohio. Prior to that position, he worked as the Court Administrator of the Licking County Probate-Juvenile Court from 1997 until 2018. Before becoming Court Administrator, David spent 11 years working for a nationally leading non-profit youth development organization. His focuses include rural and suburban community development, government administration, juvenile justice programming, child welfare programing, program evaluation, youth risk assessment instrumentation, organizational strategic planning, grant writing as well as outdoor education. He received his undergraduate degree from Denison University and received a Masters of Science degree in Human Development and Family Science from the Ohio State University.

Pam has been employed by Licking County for the past 27 years. She served as Administrative Assistant to the Transportation Improvement District (TID) and the Licking County Planning Commission before moving to her current position as Deputy Clerk to the Licking County Commissioners’ office. Pam created and now administers the on-line auction through Govdeals.com selling Licking County’s surplus items. She also serves as secretary to the Senior Levy Advisory Review Board. Pam prepares and processes all road, ditch and annexation petitions. She also compiles and maintains necessary documents to manage the Commissioners' office records management, correspondences, legal advertisements, press releases and reports and/or recommendations on matters to be resolved by the County Commissioners. Some responsibilities of the position include communicating with elected officials, departments heads and staff and answering inquiries that deal with Ohio laws in order to adequately assist the Clerk/Administrator, Commissioners, staff and general public.

Dave joined the Licking County Commissioner's office in June 2021. He was Executive Director of the Licking County Aging Program for 25 years and served a total of 32 years in non-profit management. He loves sports and is known in the community from his days as a play-by-play announcer for WCLT radio. Dave's responsibilities include developing and administering the County's General Fund budget as well as monitoring and managing cash flow between fund revenue and expenses.

Christel has been with the Licking County Commissioner’s Office since December 2017. Prior to coming to Licking County she spent 15 years in the medical field and also worked for the Marion County Humane Society for 8 years. In her free time she enjoys spending time with her family and is a very proud Mom and Mimi. Christel serves as the Licking County Commissioner Deputy Clerk, providing critical administrative and clerical support to ensure the smooth operation of the Commissioner's office. She provides a range of procedural and clerical tasks important to daily office operations, such as scheduling meetings, handling communications, preparing reports, and managing databases. She is dedicated to ensuring efficiency within the office and works closely with elected officials and department heads to facilitate smooth operations. Christel is responsible for monitoring resolutions as well as preparing agendas and minutes for public meetings or hearings. She is passionate about contributing to public service and delivering exceptional service to the public. Christel is committed to ensuring transparency, efficiency, and integrity in all aspects of the Commissioner’s Office operations.
