David Edelblute is the Chief County Administrator for Licking County Government under the direction of the Board of Commissioners. Previously he was the Manager of the Children and Families Court Services Division at the Supreme Court of Ohio. He has over 38 years of experience working in government administration and has been dedicated to the service of the children and families of Ohio. In his previous role at the Supreme Court of Ohio he worked with the juvenile, probate and domestic relations courts of Ohio. Prior to that position, he worked as the Court Administrator of the Licking County Probate-Juvenile Court from 1997 until 2018. Before becoming Court Administrator, David spent 11 years working for a nationally leading non-profit youth development organization. His focuses include rural and suburban community development, government administration, juvenile justice programming, child welfare programing, program evaluation, youth risk assessment instrumentation, organizational strategic planning, grant writing as well as outdoor education. He received his undergraduate degree from Denison University and received a Masters of Science degree in Human Development and Family Science from the Ohio State University.

Christel has served with the Licking County Commissioner’s Office since December 2017. She was appointed Clerk to the Board after previously serving as Administrative Assistant and Deputy Clerk. She is deeply committed to public service, transparency, and operational integrity. In her current role, Christel provides vital administrative support and collaborates closely with staff, elected officials, and department heads to ensure the office operates efficiently and effectively. She also manages key functions such as preparing meeting minutes, legal notices, press releases, reports, and recommendations on matters for the Commissioners’ consideration. Other responsibilities of her role include processing road, ditch, and annexation petitions. She has played a significant role in modernizing office processes, including the implementation of resolution management software. Christel serves as Secretary to the Senior Levy Advisory Board and takes pride in delivering exceptional service to the public. Beyond her professional life, she finds joy in traveling and cherishes time spent with her family and proudly embraces her roles as a wife, mom, and Mimi.




Dave Bibler

Dave joined the Licking County Commissioner's office in June 2021. He was Executive Director of the Licking County Aging Program for 25 years and served a total of 32 years in non-profit management. He loves sports and is known in the community from his days as a play-by-play announcer for WCLT radio. Dave's responsibilities include developing and administering the County's General Fund budget as well as monitoring and managing cash flow between fund revenue and expenses.

Jamie began a new chapter in public service in March 2025, joining the Licking County Commissioners Office as Administrative Assistant. Prior to this role, she served at the federal level with the Defense Logistics Agency, where she supported logistics and operational processes for the U.S. Navy. In her current role, Jamie provides essential clerical support that ensures the Commissioner’s Office operates efficiently and effectively in service to the citizens of Licking County. Her responsibilities include scheduling meetings, managing communications, monitoring resolutions, and preparing agendas. Jamie is committed to contributing to her community and serving residents with professionalism, dedication, and care. Outside of work, she enjoys spending time with her family exploring the great outdoors.
