Position Description:
  • Demonstrates regular and predictable attendance.
  • Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.
  • Ensures assignments are complete, provides training and evaluates employee performance; receives and resolves employee issues according to established guidelines; approves timesheets and leave requests; issues corrective action as necessary. Interviews and hires candidates for employment. Actively involved in employee and/or labor relations.
  • Administers the enforcement of various state and local building codes to ensure the health, safety and welfare of the general public as occupants of built structure.   Ensures that proper procedures are established for the enforcement of the provision of all state and local building codes. Oversees and ensures completion of proper inspections within the county.
  • Serves as the Ohio Certified Building Official and Certified Residential Building Official within the County in the administration of the Building Code. Oversees and approves issuance of permits.
  • Interacts with division heads, administrators, local contract communities’ committees and councils.
  • Represents the County in negotiations with other jurisdictions and provides code services. Testifies before various state and local boards and committees.
  • Develops and manages the budget for the Building Code Enforcement Department. Recommends contracts/agreements to the Board of Commissioners for approval.
  • Performs a variety of administrative functions to ensure efficient operation of department; formulates/recommends, implements and administers new and revised policies and procedures; prepares reports.   Researches and proposes revisions and amendments to applicable codes, ordinances, etc.  
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to the essential functions of the position and all agency safety procedures.
  • Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training.
Brief Description:

Provides leadership and direction to the Building Code Enforcement Department. Ensures County is in compliance with all state and local laws pertaining to Building Codes. Identifies areas of improvement and recommends changes to the Board of Commissioners.

Job Prerequisites:

Minimum Qualifications:

Bachelor’s degree from a four-year college or university; and eight (8) to ten (10) years related experience and/or training; a minimum of two (2) years supervisory experience; or equivalent combination of education and experience.

Building Official (BO)* and Residential Building Official (RBO) certifications*

Valid Ohio Driver’s License

*May be acquired after hire and obtained within one (1) year of employment.

Possess excellent: Interpersonal Skills, Conflict Resolution Skills, Decision Making Skills, Leadership Skills, Organizational Skills

Demonstrated Knowledge of the Ohio Building Code, the Residential Code of Ohio and related Codes

Ability to meet state minimum requirements for obtaining required certifications

Ability to be covered under the county fleet vehicle liability insurance policy.

Salary:           $72,000 - $85,000
