Position Description:

The Stormwater Program Manager oversees and manages all aspects of the Licking County and Others Small MS4 permit, additional NPDES related contracts, memorandums of understandings, and agreements.  The incumbent will serve as coordinator and facilitator between the co-permittees that consists of 7 townships and 3 villages, other agencies, policy makers, developers, professional/technical staff and the public. 

The Stormwater Program Manager leads the development and implementation of program goals, objectives, policies, procedures and budgets.  Experience working with general construction permit, county and state codes, policies, procedures and regulations related to stormwater management. Ability to apply judgment and discretion in resolving problems and interpreting policies and regulations.

Responsibilities include providing content for newsletters, website and social media.

Duties will include supervising assigned staff. Establish and maintain effective working relationships with all staff, Board, funding partners, general public, partner agencies and other local, state and federal agencies are crucial.

Brief Description:

Join the Soil & Water team as a Stormwater Program Manager, managing and enhancing the stormwater program for the District in Licking County.

Job Prerequisites:

Qualifications:  Five years of experience in stormwater management, civil engineering, natural resources management or related field with supervisory experience preferred.  Bachelor’s Degree in Environmental Science/Studies, Biology/Ecology, Civil/Environmental Engineering or related field; or any equivalent combination of experience and education.  Required to have CSI certification; preferred CESSWI certification. 
Proficient in Microsoft Office and ArcGIS.  Familiarity with Google Mail, Calendar, and Drive.  Experience with stormwater management software and online video conferencing platforms preferred. 

Ability to communicate effectively, both orally and in writing.  Ability to provide excellent customer service and promote agency mission.

Willingness to perform a combination of technical office and outdoor field work.  Ability to traverse uneven terrain in an outdoor environment and ability to carry and transport resource materials and equipment.

Must provide proof of valid Ohio driver’s license and remain insurable.   Must pass a Licking County pre-employment drug screening and federal background security check.
