Essential Functions, Duties & Responsibilities: (includes the following functions and others as assigned)
Serves as a mentor to other staff members and provides guidance and leadership in projects. The Assistant assists in the training and mentoring of staff within the department at the direction of the Technical Study Director.
Assumes day-to-day managerial duties of LCATS in the absence of the Technical Study Director including the following: staff assignments, schedules, leave requests, guidance and interpretation, equipment and supplies, policy enforcement and fiscal requests. The Assistant Planning Director may be assigned specific, permanent or temporary managerial functions by the Technical Study Director and/or Executive Director (Planning Director).
Leads in the formulation of comprehensive and functional transportation plans/studies, preparation of county wide plan work, conducting professional planning work of moderate difficulty, and project management.
Manages large-scale advanced transportation planning and regulatory efforts as a project manager with minimal supervision, whether the planning effort is being conducted by staff or in collaboration with consultants.
Facilitates meetings, schedule, data needs, and workflow for projects. Serves as the main point of contact for consultants on applicable projects.
Involved in Request for Proposals/Qualification processes to legally and efficiently procure consultants for necessary planning work.
Works in concert with other planners; assembles, collates, collects, and processes data into reports concerning population, resources, economy, transportation, health, utilities, pollution, and other subjects; analyzes relevant data for use in evaluation and presentation of planning problems; may prepare land use plans, maps, comprehensive plans, functional maps, data tables, and transportation planning material; coordinates collection of demographic material. May participate in planning projects for local jurisdictions.
Provides planning-related research as required; performs technical and statistical analyses using computers.
Participates in public and private meetings concerning planning, presents proposals to the community, and provides explanations of issues involved. Works closely with other agencies (Health Department, MORPC, Licking County TID, Licking Parks, etc.) to further the projects and purposes of LCATS.
Evaluates and prepares staff recommendations and reports upon resolutions, policies, proposals, research, plans, and general information. Provides reports and presentations to the Licking County Area Transportation Study Policy Committee, Licking County Board of Commissioners, and other boards as appropriate.
Provides feedback, recommendations, and expertise to planning commission staff on issues of traffic, transportation design, and best practices in transportation planning.
Assists with the traffic and pedestrian count program and may mentor and train the staff primarily responsible for that program.
Addresses general inquiries, map-making requests, data collection, records requests, etc.
May serve as the GIS lead for the department; coordinates, develops and manages GIS data with member jurisdictions for transportation data applications.
Participates in local and regional committees and groups associated with transportation planning efforts (i.e. MORPC, Central Ohio Greenways, etc.).
May participate in or lead in the creation, processing, and management of grant applications. Conducts LCATS TIP program management including transit functions and capital needs.

Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.
Represents themselves, the department, and the county in a professional manner at all times. Represents the LCPC or LCATS in public settings.
Maintains complete, accurate, and well-organized records.
Operates as a team and as such may require a team effort to complete tasks in a timely manner. This may require assisting in duties that are otherwise not considered a part of the individual’s job description to ensure office functions and completion of work.
Meets all job safety requirements and all applicable PERRP safety standards that pertain to the essential functions of the position and all agency safety procedures.
Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training.
Supervisory Responsibilities:
Supervises LCATS staff in the absence of the Technical Study Director and Executive Director (Planning Director) or in specifically delegated managerial areas.
