Position Description: |
Duties: - Demonstrates regular and predictable attendance.
- Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.
- Processes enrollments, terminations and status changes for all Licking County Benefit plans. Ensures accuracy of benefit coverage for all employees within the Human Resources Information System (HRIS); notifies insurance carrier of enrollments, terminations and status changes.
- Coordinates payroll related to health insurance changes, terminations, etc. on a bi-weekly basis. Ensures employee deductions are processed into the Human Resources Information System (HRIS). Oversees the maintenance, accuracy and consistency of the payroll spreadsheet. Provides payroll report to the Benefits Manager for auditing purposes and record keeping.
- Communicates benefit plans to employees; Advises Benefits Manager or Director of potential problems and concerns and refers issues of a non-routine nature.
- Answers inquiries regarding FSA, HRA, Wellness compliance, etc. Assists County employees in completing FSA/HRA Claim forms.
- Coordinates and oversees wellness incentive programs for County employees. (Flu shot program, mammography mobile unit, incentives within the health plan, etc.). Assures wellness compliance and updates Flex program accordingly. Reviews monthly compliance report to determine eligibility. Generates and distributes compliance letters to employees.
- Coordinates Student Status process, Coordination of Benefits and COBRA administration.
- Assists Benefits Manager and Director in coordination of all aspects of Open Enrollment. Prepares Open Enrollment and Employee Insurance Orientation packets and ensures distribution of updates. Prepares reports and records.
- Provides coverage for the Human Resources Assistant position on a daily basis.
- Conducts New Employee Orientation. Communicates all benefits to new employees.
- Audits reports on a regular basis. Ensures eligibility, status changes, etc.
- Meets with insurance carriers, health plan consultant, TPA and Director quarterly to review utilization data.
- Attends Licking County Insurance Committee Meetings. Takes minutes for meetings, prepares and submits to Director.
- Assembles FMLA packets, Insurance files and oversees the maintenance, accuracy and safe guard for Insurance files for all county employees.
- Completes and processes National Qualified Medical Child Support Notices. Adds coverage and notifies employee on adjustments.
- Assists Benefit Manager with Health Insurance Fair.
- Complies with HIPAA regulations and departmental policies to ensure confidentiality.
- Provides coverage for Human Resources Reception area as necessary. Acts as back up to the Human Resources Assistant.
- Meets all job safety requirements and all applicable PERRP safety standards that pertain to the essential functions of the position and all agency safety procedures.
- Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training.

Brief Description: |
Performs a variety of customer service and administrative support functions to ensure efficient operation of the various benefit programs related to employee health benefits for all County employees. Ensures compliance with all health plan documents, federal, state and local laws pertaining to health insurance. Identifies areas of improvement and recommends changes to Benefits Manager. |

Job Prerequisites: |
Minimum Qualifications: Bachelor’s degree from four-year college or university – area of study Health Administration preferred; and one (1) to three (3) years related experience or equivalent combination of education and experience. Experience in the health insurance field within the last three (3) years. Additional Qualifications (Agency/Dept. Qualifications): Experience in processing health insurance and related claims. Knowledge of health insurance terminology. Knowledge of health insurance plans, preferably self-funded plans. Knowledge of FSA/HRA claims. Must possess excellent communication skills, organizational skills and teamwork skills. |
