Position Location: Newark, Ohio
Position Description:
  • Demonstrates regular and predictable attendance.
  • Ability to perform duties of absent employees as needed.
  • Documents and tracks all requests for services; prepares and reconciles contracting agency invoices/payments as needed.
  • Assists with telephone requests, scheduling transportation services for the general public and contracting agencies and entering actual data for the verification process.
  • Makes recommendations and assists the General Manager in system design/operation as needed.
  • Assists in development and establishment of office procedures and policies to comply with local, state, and federal policies, rules and regulations; ensures that established rules and regulations are followed.
  • Manages financial function of the LCTB in accordance with local, state, and federal policies, rules and regulations; maintains fiscal records and financial statements for the LCTB in accordance with Generally Accepted Accounting Principles (GAAP) and fund practices; presents financial documents to the General Manager for review.
  • Prepares purchase orders and bill jackets ensuring that the appropriate fund(s) are utilized; distributes and tracks invoices/payments to vendors, contractors, contracting agencies, etc.; implements cash management system to project cash needs; prepares drawdown requests and invoices via hard copy according to federal/state guidelines.
  • Prepares annual cost allocation plan and budget for the LCTB; maintains budgetary and administrative projections, and adjusts annual budgets as necessary; prepares budgetary transfer requests; performs budgetary related duties.
  • Monitors contracts and notifies General Manager of the need for amendments.
  • Records LCTB receipts (in the absence of the General Manager); makes daily deposits with the Licking County Auditor as needed.
  • Maintains daily deposits and withdrawals and reconciles all accounting records with the Licking County Auditor no less than monthly; follows accounting procedures established by federal and state funding sources.
  • Assists General Manager with grant writing and reporting as needed; maintains and presents various reconciliation spreadsheets/reports for summaries of grant expenditures.
  • Assists with wage surveys and analyses as needed; employee payroll.
  • Implements, updates, maintains and presents LCTB internal accounting system and various spreadsheets, charts, and tables for cost analyses and reporting purposes; prepares the Program of Projects (POP); prepares LCTB status and final performance reports for the General Manager, grantors and other regulatory bodies as needed.
  • Prepares working papers and schedules in conjunction with annual state audit and federal triennial review; serves as liaison to State Auditor’s office and/or public accounting firm; ensures follow-up corrective actions are defined and implemented after audit.
  • As needed provides financial information at LCTB, Commissioner and coordination meetings; represents the LCTB at other transportation meetings in the absence of the General Manager.
  • Acts as Disadvantaged Business Enterprise (DBE) Reconsideration Official and MEORC contact.
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to the essential functions of the position and all agency safety procedures.
  • Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training.
Brief Description:

Responsible for assisting as needed in the overall operations and financial functions of the Licking County Transit Board and its programs.

Job Prerequisites:

Minimum Qualifications:

Associate’s degree (A.A.) or equivalent from two-year college or technical school; and one year or more related experience and/or training; or equivalent combination of education and experience.

Additional Qualifications (Agency/Dept. Qualifications):

Transit scheduling and dispatching experience, as well as service area knowledge preferred.

Compensation:

Salary:$19 to $24 per hour, commensurate with experience
