Thomas Marcelain has served as Judge of the Licking County Common Pleas Court, Newark, Ohio, since 2003, and served previously as a Licking County Municipal Court Judge for 13 years. Judge Marcelain is a graduate of Ashland University, Ashland, Ohio, and the Temple University School of Law, Philadelphia, Pennsylvania. He served in private practice with Reese, Pyle, Drake & Meyer in Newark, Ohio, and in the office of General Counsel for Nationwide Mutual Insurance Companies before serving on the bench.

Judge Marcelain is a member of the Commission on the Appointment of Counsel in Capital Cases. Judge Marcelain has previously served as vice-chair of the Ohio Criminal Sentencing Commission, and as co-chair of the Judicial Ethics and Professionalism Committee of the Ohio Judicial Conference, and a member of the Ohio Supreme Court Commission on Professionalism. Judge Marcelain is a past president of the Ohio Common Pleas Judges' Association, and is a member of both the Ohio State Bar Association and the Licking County Bar Association.

Thomas is married to Leslie, a retired speech pathologist with the North Fork Local Schools, and they have three children; Sydney, Daniel, and Grant, and two grandchildren.

Judge Marcelain serves as president of the Newark Catholic High School Foundation, and previously served as past president of the Newark Catholic Athletic Association, past president of the Newark Rotary Club, the Licking District Boy Scouts of America, and the Licking County Aging Program.

He is a member of St. Francis de Sales Church, a past member of the St. Francis de Sales School Board, Newark City Council, and former board member of the Newark and Licking County Area Chamber of Commerce, Big Brothers/Big Sisters of Licking C0tmty, and other community organizations. Judge Marcelain also is a prior member of the National Association for Court Management and was an inaugural Science and Technology fellow of the Advanced Science and Technology Adjudication Resource Project of2005 to 2010.
