Attorney Visits

Attorneys are permitted to visit clients housed in the Justice Center 7 days a week during the following hours only. Attorneys are required to present their current Bar ID before being permitted into the facility.

  • 6:00am - 7:45am
  • 8:15am - 10:30am
  • 11:30am - 3:45pm
  • 5:30pm - 10:30pm

Jail Visitation

It is the policy of the Licking County Sheriff's Office to encourage inmates to maintain contact with their families and friends through regular visits. The Licking County Justice Center utilizes Video Visitation. All visitors must register (at no cost) in order to participate in video visitation.  All video visitation sessions will be scheduled based on policies for visitation set forth by Licking County Sheriff’s Office.

Registration can be done from any internet enabled computer or device by following these simple steps:

1. From any computer browser they should type in: www.icsolutions.com

2. Login to your existing account or create a new account. Existing account is anyone who has already set up a prepaid account to receive phone calls

3. Select the option to Register for Visitation

4. Follow the steps on the website

Rules for Visitation

  • All Visitations are subject to audio/video monitoring and/or recording.
  • All Visits will be for 30 minutes
  • Any minor children will be kept with the adult visitor at all times. Any disruption of visitation will not be tolerated.
  • Inmates in DC will only have one onsite visit per week/ no offsite visits
  • Only primary visitor has to register on www.icsolutions.com
  • Minors 16 years of age and over may register and visit by themselves
  • One onsite visit can be scheduled per inmate per week
  • Unlimited offsite visits can be scheduled per inmate per week
  • Two adults and two children can visit at one time (minimum age for a child is 0; all ages count toward the total)
  • Visitors and inmates can be up to 25 minutes late before visit is marked as missed (The visit does not start upon arrival. In this instance, the visitor would only have 5 minutes left in the visit.)
  • Visitors and inmates can log into the kiosks up to 10 minutes early (This does not start the visit early)
  • Visitors must schedule for visits a minimum of 12 hours in advance and up to two weeks out
  • Visitors shall not enter any areas of the facility except the lobby and visitation area.

Contacting an Inmate

The Licking County Justice Center has contracted with a vendor to provide electronic mail services. You may contact an inmate via the U.S. Postal service at:

Friends and Family members are encouraged to subscribe to MailGuard Tracker at www.smartjailmail.com .  Sign up for a free account and view delivery status, receive notifications if your mail is rejected, and download copies of mail that has been received and processed.

Upon release, inmates can login into the public website at https://www.smartinmate.com/ and enter their inmate number and password to download their photos, messages, and postal mail for FREE!

There is no limitation to the number of letters that an inmate may send and receive as long as the inmate bears any associated costs for the services. Indigent inmates will be supplied with enough paper and stamped envelopes to send two (2) letters per week. All incoming and outgoing electronic messaging and electronic mail is subject to screening, monitoring and review for safety and security purposes. The inmates’ name and booking/ID number must be clearly printed on the outside of the envelope or post card to ensure the mail is posted to the current account. All incoming mail must have a return address consisting of first and last name, street address or P.O. Box, and city with zip code. Outgoing mail must include a return address as noted above with first and last name.  Incoming mail without a return address will be returned to the post office. Legal mail, court documents, and publications will continue to be sent to the facility directly. Any other mail received at the facility will be returned to sender. Inmates may not receive packages. Every Saturday, the vendor will provide one free outgoing electronic message and one free incoming electronic message to every inmate. This provision does not allow any carryover of free messaging.

Inmates may receive cards, letters, and photographs in the mail. Cards and photographs may not exceed 5" x 7" in size. Polaroids, nude or partially nude photographs are not permitted. Inmates may not receive packages.

Items inmates are not permitted to receive, but are not limited to:

  • Tobacco products of any sort
  • Pornography or suggestive materials
  • No books, magazines, periodicals, etc.
  • Mail containing removable mechanisms, batteries, metal, or other non-permitted materials, i.e. musical cards
  • No Cash or Checks

On Thursday, November 1, 2018 the Licking County Justice Center began using a new Inmate Phone System. ICSolutions will allow friends and family to purchase prepaid phone services to receive phone calls from the inmate. A Debit Telephone Account will allow anyone to fund an inmate telephone account for pre-paid calling. You have three ways to create this free account.

The following forms of payments are accepted:

Visa or MasterCard, Debit Cards, Western Union may be used for online or phone payments. Money Orders and Cashier’s Check may be mailed in.

Voice Mail Messages:

Friends and family can call and leave a 30 second voice mail message for $1.00. You will need a prepaid account with available funds. You can leave a message by calling the number (740) 870-0707. You will need to know the inmate's ID#.

Commissary

All inmates are provided basic hygiene items when booked into our facility. Indigent inmates that are provided are: basic hygiene items, paper and envelopes during their entire incarceration.

Commissary services will be offered two times per week. This will be provided by Keefe Commissary Network.

Inmates have access to phones in all modules. If an inmate does not have available funds to place a phone call, they are still able to make collect calls. Inmates are not permitted to use facility phones and we do not take messages for inmates.

Money from outside sources will be accepted 24 hours per day, 7 days a week. Keefe Commissary Network will facilitate deposits to Inmate Trust Accounts via website at Access Corrections or toll free telephone number (866)345-1884 or by deposits into the kiosk located in the Visitation Lobby through Access Corrections Deposit Services.

Haircuts and beard trims are available every other week. Indigent inmates may receive a haircut every 30-day period as long as the inmate has been indigent during that period.

Medical

Inmates have access to medical, dental and mental health services. No inmate is denied access to these services due to inability to pay.

Inmates receive a physical and mental health assessment within 14 days of incarceration. The Facility Physician determines all other services. A dentist is "in-house" every 2 weeks and a psychiatrist is "in-house" every week.
