Projects

The LCTID is leading several local road project improvements to support the development of the Intel Chip Manufacturing Plan.  Improvements will accommodate the expected increases in traffic on selected county-owned roads that lead into the Licking County Technology District (LCTD).

LCTID Road Project Update - Week of October 26, 2026

 Duncan Plains Road – County Line to Clover Valley

Construction: Three pipe crews continue on storm sewer installation. The full-depth pavement reclamation work was completed on Tuesday, and the stone base is about halfway complete. Asphalt pavement will be placed the week of 10/26. Traffic will be flipped to the southern lane the following week.

Traffic: County Line Road will be closed between Montogomery and Blamer until October 30.  Residents should use Edwards to Clover Valley to travel east of the project.

 County Line Road

Construction: The contractor has successfully placed the northernmost box culvert and is currently in backfilling the structure. The contractor will switch to the southern location on October 26 and the road should be opened by the end of the week.

Traffic: October 19 the road will be closed at the northern location (see attachment). October 26 the road will be closed at the southern location. Two-way traffic will be maintained north and south of the closures.

 Fancher Road / County Line Road Intersection

Closed through November 2026 for Delaware County TID roundabout construction.

Traffic: Use the map’s red route detour.

 Mink Road / Duncan Plains Road Intersection

Construction: Grading and storm sewer are complete. Underdrain to drain the road base is now complete. The aggregate base for the road is 80% complete and will finish up by the end of the week. The concrete curb is about 50% complete, and the contractor is expected to finish early next week. The contractor is planning to fine grade next week and pave the following.

Traffic: Intersection closed through December 2026. The purple route detour is unchanged.

 Clover Valley Road

Construction: The contractor finished all pavement repair areas on both sections of Clover Valley. Intermediate asphalt will be complete by the end of this week on Clover Valley from US-62 to Green Chapel. The contractor will begin milling on Clover Valley from Duncan Plains to SR-37 on October 23  and they will begin paving intermediate asphalt on that section starting October 26. After all milling and intermediate is complete, the contractor will come back through and pave the surface course of asphalt.

Traffic: The contractor will close one lane in their work area and maintain two-way traffic in the open lane with flaggers. Information about the project has been sent to significant construction projects in the area. We have requested they divert their site labor from commuting on Clover Valley; however, delays should be expected in the work areas during rush hours.

 Utility Permits

Construction: Turner will be installing utility crossings on Duncan Plains between US-62 and Mink. There will be a waterline tie-in under the pavement.

Traffic: Duncan Plains will be reduced to one lane at Duncan Plains and Enterprise Drive. Two-way traffic will be maintained with a temporary signal.
